National Bank and Loan Size Events

I know there's a 480 months turn around to get the National Bank Event once you go economic? So do you have to have anything other than the National Bank Idea to get the loan size event? I just got Rights of man, and I want that almost free sweet sweet corruption money.

Your ruler needs to have at least admin skill 4, more is better. Having a statesman as advisor also makes the event happen sooner.

But don't expect "free sweet sweet corruption money", it just gives you either 0.05 inflation reduction or -1 interest per annum for 50 years, plus 1 stability, -5 inflation and one year's worth of income.
